Turtles need these together because they use the uva for heat, so they stay warm ( the basking site should be 80-85, not colder) and they need the uvb rays for calcium and vitamin D for a stronger shell like we need for healthy bones and body.

No.  You need to get a UVA/UVB bulb, and a basking light.  RES need these lights to maintain a healthy shell.  It is really important, especially since theya re babies, that they get the proper lighting and nutrition.  Simple halogen lights will not be adequate.
