  1. Nope.

  2. Yes.  Go to www.netspend.com and sign up for an account.  The cost is normally $9.95 but they are running a $3.95 special right now.

All you have to do is use the routing and the account number through paypal.  Their card is called AllAcess.  They have a link right in their account manager menu for conducting transactions via Paypal, and will walk you through the process step by step.  You will need to verify just like a normal account - it works like a debit card.

I've been using mine for years now.  I have all my staff get them so I can pay via their cards (it cost nothing to transfer card to card within their system.  They also allow direct deposit.

The only bad think is it cost $3 per transaction to load the card.  Also, Paypal takes 3 days to process sending you a payment once you recieve it.

I suggest you get a Paypal debit card once you get an account and have your address verified, so you don't go thru the waiting period.

Netspend is the most sophisticated card co. I have seen in the prepaid market.  But word to the wise: do NOT use the phone to check your balance!  They charge you a fee; but not if you check online.  Also, pay the $9.95 single monthly fee rather than per transaction, which can count up fast...

Netspend, also has a neat little savings account where you can stash cash and no one is the wiser.  It cannot be withindrawn - only uploaded back into your debit account for use.

Lastly, they let you recieve free text messages whenever you post, tranfer, or conduct a purchasing transaction.  This let's you know if you get an unathorized charge in real time.

Hope this helps.  I conduct most of my business via this method.  15 years ago a bank wanted a $25,000 deposit to conduct credit card transactions like this.

If you are doing business, I strongly suggest you look into Paypal's virtual terminal - it allows you to take check and credit card payments via phone, fax, email, snail mail, and web.  You don't even need a website.  I use it for clients that I just have them open a Paypal account and use my designated email as the way to pay me.
