Sockets, fittings and lampshades that are rated for 60W bulbs are rated to be safe from the amount of heat emitted by a 60W incandescent bulb (it's nothing to do with the amount of electricity they can supply). Energy-saving bulbs produce considerably less heat than their incandescent equivalents, so are safe in sockets rated for lesser incandescent bulbs.
