Can I use cut up bait in a bag with holes to bring fish in near the boat in fresh water ? for bass, etc ?

I would suggest not cutting the bait up, but rather putting it into a bucket, mixing it with some fish oil, getting a lump of wood, and mashing the whole lot into submission.  Get a bag with about a 1/4 inch mesh, pour the fish gloop into it, and hang that over the side of the boat.  Whereas the chunks of fish would just have stayed in to bag, the range of particle sizes in the 'rubby dubby' mixture (as it's called!) will spread out, sink to different depths, and leave a wonderful, oily, fishy, bass-attracting trail.  Don't, however, be tempted to mince your bait; this whole method relies on having a range of particle sizes.  Also, be sure to leave some large chunks that won't get washed out of the bag, just to get the bass right up to the boat.  Enjoy!!
