Can I use dishwasher vinyl touch-up paint to fix a rusting scratch inside my freezer?

Agree with Max J; also would be good once you have sanded or scrubbed rust off to apply some phosphoric acid to neutralise it so that the rust doesn't come back. Phosphoric acid is generally marketed under "rust neutraliser" or some such name; once dry you can paint right over the top of it.

It should work.  you'll just want to to make sure you get the rust off before you paint it.  a wire brush or steel wool does a good job with that, but it can discolor the surrounding vinyl.
