Can I use game pass/guest pass on Toontown?

Can I use it for a free member? I'm not sure about this. Is there any problem about useing it?

You already can be a free member on toontown. You can make a toon pet but you cant do toontasks outside of TTC......is this what you wanted?

Yes, you can, it gives you a certain amount of time to be a subscriber.  But it will only last for a few months.
