Can I use modern US official stamps

I heard from a New York postage stamp dealer that I can use modern US Official stamps on my personal mail. Is there a DMM code I can print to show the postal clerk so they won't call the inspectors.

No, the inspectors will be called EVERY TIME you use one.  You may face criminal prosecution after one warning for using stamps that were supposed to be for government mail only.

The dealer lied to you.
