Can I use my Macy's card at any store?

I tried to use it once at Walmart, it didnt work.

If it has a visa logo, you should have been able to use it at Walmart, you would have had to call the issuer to why it was denied use there/

Some Macy's cards are a combination Visa/store card, and can be used anywhere Visa is accepted.  Most, however, are not.  Visa cards will have the Visa logo on the front.

The only time you can use store cards elsewhere is when there is a credit card logo on it (MC, Visa). I don't believe Macy's cards have that.

Because its for Macy's.  You can't use another gift card for a different store.
