Can I use paypal If i have only added my debit card details but not any bank account details?

I have just added my debit card details on paypal so can I now go on ebay and buy stuff and pay for it

PayPal prefer to have your bank account details too, as they will place a small amount into your account with a ref: number that you have to enter on your PayPal account to show that you are who you are, this fully activates your PayPal account. Without this it may be difficult in buying and selling stuff.

your debit card is your bank card. they deposit a few cents into your account as an affirmation to the synchronization with your bank/debit card with the user/you. You should not worry about the process from paypal side. but if you make a charge or purchase it charge your debit/bank almost immediately. It will also credit your account when people buy from you. That process requires you to log in and deiced on carrying a positive balance or to withdraw credit your bank account.

i never personally had any problems with paypal. The buyers and sellers is another story.  I have a 95% happiness with others and 100% others happy with me.

Yes, you can. You only need to give your bank account details if you want to withdraw money from your Paypal account as this can only be paid by a transfer to your bank account.
