Can I use paypal on a free freewebs website to make money?

I am going to get a domain, so it won't be www.freewebs.com/.... but can I use paypal to start up the business?

As long as all the PayPal processing is done using PayPal's site, you can set it up on a free web site.  Most free web sites do not allow use of scripting languages that are needed for something like PayPal to function.  There a few free hosting sites that do allow scripting languages and even provide database use.
