You can wear a speedo whereever you like. I wear mine to the pool and the beach all the time. I can't stand boardshorts, I think they suck. Don't worry about the prudes in the fashion police, if you are comfortable in them go for it.

At Virginia Beach, the three main rules for dressing are 1) no thongs, 2) women must wear tops, and 3) no vulgar images.  So yes, the speedo style of briefs are allowed.  (As opposed to just the brand which makes multiple styles of swimsuit.)
