Max snowfall in shimla manali and other places can be till mid February. in march 3rd week summer will be setting and the climate at these places will be pleasant and there is no chance of snowfall at the 3rd week of march.

No way ! Only possible in Jan ! This time Feb too , But march - ? Not possible .

You will NOT find snowfall in March, but ofcourse see some patches of snow here & there...

The right time to experience snowfall is mid-Nov / Dec / Jan.

you can have snow fall only in rohatang pass in march 3 week . not in above mention places.
