Can I work with a UK student visa?

I just got my UK student visa and it says under observations "no recourse to public funds" and "work (and any changes) must be authorized". What does this mean? From my research online, with a student visa I can work 20 hours/week during class and 40 hours/week during breaks. Is this correct or does it need to say that on my visa? Thanks!
