  1. paypal is a privately owned company, and has the right to refuse service to anyone, for any reason, excluding discrimination, retaliation, or malice.

the reason they might do so, for your offense, is because they lose money every time they face a chargeback from a credit card company.

By opening your claim with paypal first, before escalating to your credit card company, you give them a chance to resolve the issue, saving face with you, and your credit card company.

Paypal works hard to earn their users trust, and they have to what ever is needed to try and maintain their client relationships.
