Yes, you can change but you have to do it at any money changer shop or hotels in Vietnam. It is adviserble to change some US dollars because sometimes purchases done in US dollar are cheaper than the Dong

Well, to be honest I haven't tried, but I suppose you can, just that you won't get much from the exchange due to low demand for Phil pesos here in Vietnam. If you intend to visit Vietnam, then bring USD or any of the major currencies. And bring the big denomination notes for better exchange rates. Also take note that coins are not accepted by all foreign exchange here, even if you have the high value UK 2 pound coins or the Japanese 500 yen coins.
