You can buy them just about anywhere. I see them all the time at the 7-11 type store in my areas.  I used to have one thru Ace Check Cashing that worked pretty well.  Grocery stores, kmart, walmart, walgreens, CVS stores, anywhere. Just read the fine print before you pick one. Keep you eyes open for fees to open the card, minimum balances, monthly balances and those kinda things.

There is no such thing as a "prepaid credit card". Look up the word "credit".  If you want a "debit" card then yes.
