Can Provincial Nominee applications be processed while the applicant is in Canada?

Question

A friend of mine recently finished his college in Canada, hes from the US, and maybe applying for his permanent residence under the Provincial Nominee program. He has his own apartment, a job, and so on. So as for my question, can he stay in Canada during his application process or does he have to leave Canada? Also, can he remain in Canada if he were to do a Skilled Worker application or would he have to leave Canada? Thanks

This is a little outside of my experience, but I would think he could as long as his visa is valid.
