  1. Vehicles owned by the RNLI are permitted to use flashing blue roof lights if the vehicle is used for launching or retrieving a lifeboat.

  2. NO! The RNLI is classes as a 'provider of emergency asistance' not a 'state emergency service' .

Only Licenced State emergency service vehicles (police, Ambulance, Fire Brigade, Coastguard) can use these wether  public or plain clothed vehicles. These are for the State vehicles ONLY not the employees in their private vehicles on-route to a call.

the RNLI is a private charity and is not considered a State emergency service legally so the answer is no - however if the RNLI member is also a paramedic or emergency services worker in a licenced state emergency services vehicle (i.e. not their private car) then they might be able to do so with permission.

This also applies to GP's and doctors as they are NOT considered official emergency services. (they can use a green flashing roof light though for GP's). The RNLI can use a blue or red flashing light on the RNLI owned and registered vehicle when taking a boat from the shed to the beach for launch.

Basically if you are on call in your own vehicle you CANNOT use the Wig wag or blue flashing light only the RNLI licenced and owned vehicle can use the flashing roof light but only when delivering the boat to the beach.
