Sure, she can. She has not been officially nominated yet. By the way, it was Eagleton withdrew when running with George McGovern in 1942. Agnew was, in fact, Vice President and resigned.

She can.  It has happened before. Back in the 60's the Dems nominated a Senator from Missouri, after the nomination it was revealed that Senator Eagleton had had shock treatment for some mental illness. He was talked into resigning and he did.
