Can T-mobile replace lost sim cards ?

This girl i like lost her phone and she just got it recently too. She's pretty sad about it and I decided I wanted to buy her a new one. But the problem is the sim card. I don't want her knowing I bought her a new phone til later.

New SIM cards are usually $19.99 plus tax. You could ask at the T-Mobile store and buy one along with the phone; usually you can only buy one with a plan or if you have an existing account, but if you explain why, they'll probably sell you one. She would then just need to call in and have the SIM activated with her existing account, there wouldn't be any further fee for her.
