  1. U.S. Born Citizens can travel to Cuba with a State Department issued license. There are daily flights to Havana from Miami as well as flights to several other Cuban cities (Santiago de Cuba, Cienfuegos, etc).   2. Yes you can. If you wish to travel directly to Cuba from the US, you would need to obtain a special travel licence from the OFAC. However, you can only apply for special circumstances such as education, medical, volunteering, sports, religious, teaching, etc.

    If you are going solely for pleasure, then you would go via a 3rd country such as Canada or Mexico. This is considered 'illegal' though...the travel is not illegal...what is illegal is spending money in Cuba, which is why the licence is required.

    If you go 3rd country, you'd have to be sure to avoid paper trails upon your return. Cuba does not stamp passports either.
