Can U.S. citizen get his in-laws a permanent residency?

I have a friend, a US citizen, who married an Indian man and got him a green card. Can my friend get her in-laws (her husband's parents, that is) a green card, as well? Or, her husband has to wait until he gets his citizenship in order to get his parnets a green card?

  2. No, your friend cannot sponsor for in-laws.

    Yes, your friend's husband has to become US Citizen to sponsor his parents.

  3. No, your friend can not.

    However, guy needs to wait until he becomes a U.S Citizen (after 5 years and takes U.S. Citizenship test); then, until then he applies to sponsor his parents (it will take years and if approves) then he needs to proves that he could take care of the parents such as shelter, food, and medicines, etc... by showing his bank accounts.  Otherwise, American taxpayers must pay for them.
