  1. No.  The only upgrades you are allowed to make on your own is you can upgrade from a dirty weapon to a clean one.  

    The weapon(s) you get are assigned based off your duties & rank.

  3. no, you get what they issue you. everyone gets issued the same things (more or less)... and it's based on your job and rank

  4. You can request to carry something else. You're more likely to have that request granted if you are proficient in what they have already given you.

  7. No.  You get issue weapons and that is what you need to use.

    Special operations types can get the authorization to customize and upgrade.

  10. No, you use the one assigned to you and you do not modify government property. Plus, they are stored in the Arms room...
