  1. It Depends what Nationality the Crew Member has. In a normal case, the Captain has to report it to the Coast Guard after they checked the missing Crew! Its called the Boarding Manifest, if the Purser found out, that a Crew is missing, then it needs to be reported imediately.I have never encountered, that Immigration has stopped a Vessel from Leaving!!!


  2. yes they can, and as a matter of fact they can hold a whole ship of passengers until they get a problem resolved on the ship.

Yes they can.  We have been detained on our ship due to a crew member jumping ship on a different ship for a different cruise line but in the same port.  We weren't even there on same day but due to that, all ships that came in, crews were detained and not allowed off the ship during debark and embark of passengers.
