  1. only immigrant visas require physical exams. even then, if the person can show they have the ability to get medical treatment without depending on state or federal funds to pay for it, this would still be no obstacle. If they can't show their ability to pay for treatment, they would be subject to a temporary denial under what is known as public charge. If the person is going to the US for medical treatment on a tourist visa, the same basic condition would apply, can she pay for treatment or not. Visas for medical treatment have more procedures than that, but that basically covers it.


  2. Before a person is approved for an immigrant visa, they are required to undergo a thorough physical examination. I suspect that this is where they discovered the lump. The normal procedure is to have that lump treated and for the attending physician to give her a clean bill of health before the visa is granted.

    The US government does not want to spend for the treatment of newly landed immigrants who have not yet contributed (paid taxes) to avail of the health care system.**

  3. Yes, If she can't pass her medical exam they can refuse a Visa, what must likely will happen is she will have to have it checked and get cleared, then they will give her a passing medical

  5. Yes.  What many people fail to realize is that a Visa is a priviledge not a right.

    The USA can deny a visa to anyone as long as it is not a prohibited reasons (race, religion, etc.).

    Foreigners have no right to come to the USA.  It is like your house, you have the right to invite someone in or not invite them in.

    The reason is that if a woman has a lump, she may over tax the US medical system, especially if she does not have proper health insurance.
