Can Yahoo! Fantasy Football Commissioners add/drop players for an absent team Manager?

In a particular league I am forming this would be very helpful. The league has 10 teams and three starting quarterbacks per team. I would like to arrange things so that teams have the rights to all the quarterbacks of three particular teams but enforcing the idea would require that the commissioner be able to remove a player from a team which does not have the rights to the player...just wondering, thanks...

the commissioner can add/drop a player of another team but if I were you, you have to discuss your idea first with the other members of your league before doing that move so that there will be no chaos in your league.
