Can You Start a Pokemon League in a Later Season?

I'm planning to join my closest Pokemon league in the Sinnoh region, but I didn't go to the first season in Oreburgh City. Can I still join even if I'm going to start in Sunyshore City?

Yes you may. The only thing is you can't get the other badges.

if you use cheats to do this no the pkmn league is only availa ble  to trainers who have all badges
