Can You be like 6'4 1/2 and fit in a 600cc micro spint???

It's not real likely.  You'd be better off trying to get into a full-blown sprinter.

Yes you can I am 6' 1" and do easily the problem usually lies with how wide you are?  You can move the pedals forward and sometimes the seat backwards.   The newer Hypers and Stallards are bigger than ever and the Hypers have the adj. pedals.  Like I mentioned I am pretty heavy 240 lbs so width was more of a problem for me, but we made some modifications to the car and had no problems.
