  1. Depends on the state, for operating a watercraft alone.

    California is age 16.

    Legally if there is age policy, means that an adult needs to be with you. But if your expercienced, and your parents are ok with it then go ahead. If your having trouble convincing them, take and do well in a safety course and use that as the agruement for why you can drive one by yourself.

    Obey the rules of the water, and pay attention to posted signs and you should be fine.

  2. In california there used to be no age limit. Then it was 12, now it is 16. There is no license required, you just need to be 16. You can however be underaged and driving just as long as you are accompanied by a person who is over 18.

    But to answer your question, no they can not.

  3. You need a boating liscence first.  Since I live in Georgia, I don't know your minimum age.  Try taking the test and getting info at www.boat-ed.com.  tell me if it works!
