Can a 14 year old work at the a&p,walgreens or a deli?

No.  But, sometimes you can get a job busing tables at smaller establishments.  My daughter had to get a work permit from her school.

Legally yes, unless a specific store/company has their own rules.

"If You Are 14 or 15

When your attendance at school is not required, you may work in stores, offices, and other places, except in a factory workroom.  You may do delivery or clerical work in an enclosed office of a factory, and in dry cleaning stores, shoe repair shops, and similar service stores."

umm noo, unless you got connections.. but the state age limit for working is 16 with limited working hours..
