  1. Legally? No. One must be 18 years of age to sign up to PayPal. Also, I'm guessing you will be using it for eBay, of which one needs to be 16. But, on the other hand, it is possible. You need a bank account which is compatible with PayPal; ask your local banks which of their accounts are able to be used with PayPal (if they ask why, say your uncle sent you in to ask or something) and if one of the accounts is compatible, go in on a different day (so that you don't get the same employee that you asked before) and set said account up. Then you visit www.paypal.co.uk and sign up, following the instructions given. Make sure you type everything correctly though, as you could face an administration charge.

    Note: Nationwide 'Smart accounts' do NOT work with PayPal.

    I am going down to Nationwide later today, and I'll let you know which account you will be able to use.
