I suspect that it depends on the laws of the state you live in.  Since the laws change over time (and I have had my license for nearly 25 years), I do not even know the current laws of my own state.  Check with the Department of Motor Vehicles to find out.  (I think I have even heard of some states requiring an affidavit from a parent or guardian stating that the minor has had a minimum number of hour behind the wheel.)

    Laws aside - I would HIGHLY RECOMMEND that you get a permit first, even if it is not required.  All states require some form of competency exam (road test) to get a license. If you do not have any experience behind the wheel, it will be obvious and you will not likely have the skills required to pass.

  5. Yes.  Follow the rules for your state, generally to be in school, get a learner's permit, hold it for at least 6 months, then take and pass the test to get your restricted (graduated) license.

  6. Im not sure how it goes in the state you are in but here in North Carolina you cant. Just call your local DMV or stop by and ask them. :)

  8. DEPENDS ! What state are we talking about ? USUALLY, NOT ! Plus, you have the added factor of Driver's Ed., and increased insurance rates.
