Can a 16-year-old work as a pharmacy tech in CA?

A friend of mine recently asked me this and I wasn't quite sure.

In CA you have to have a certification, and be 18. I worked as a pharmacy technician in Ohio and Virginia without a certification, now I live in San Diego and cant get a job in a pharmacy until i take my test. But anywhere in the US you have to be 18 to work in a pharmacy.

In CA you have to be 18.

Illinois only requires that you be 16 to be a pharmacy tech.
