  1. Not that I have seen. They will not rent or allow their vehicles to be driven by those under 25 YO. Otherwise you will not have insurance at all.

You can drive the car, but you won't be covered by the insurance - Nothing is stopping you from driving it (it's not like there are special sensors that stop you from sitting in the driver's seat), but if you get caught then be prepared to deal with the penalties.  I drove my first car when I was 14 (not legal in the slightest).

    For insurance reasons you will most likely need to be at least 25 years old, some companies make a exception and lower the age to 21 but charge a large premium.

  3. Depends on the contract that the renter signs when he/she rented the car.  Most rental companies will not allow someone under 21? to drive a rental car.

  4. Not that I have ever heard of.  Anyone renting a car must list any other driver(s) to the rental company at the time of renting.  Extra is charged for a second driver.  If it would be allowed It would be expensive.

  5. No.  Only named drivers are allowed to drive, and they will not allow a 17 year old to be a named driver.
