Can a 17 year old boy marry a 23 year old girl if shes pregnant without parental consent if so then where?

If you are the father, yes you can. But there is only one state you can do this in which is Georgia. If you 2 take a trip to Georgia you can get married there.  And a Georgia marriage license is valid in all other states.  Make sure you have all the paper work you need in order and schedule an appointment with a Georgia official that can marry you before you make the trip.
