My professor adopted her daughter when she was 24. I thought it was crazy, but she said she did it because all people need a mom and dad, even adults. Most amazing thing i have ever heard. So yes a 17 year old can!

Yes, they technically can be adopted.  However, in less than a year, she will be 18 and able to make her own decisions.  This may be a huge expense, when she can just make her own decision in a little while.

A person can be adopted at any age. Once they are legally an adult they don’t need the approve of their birthparents.

Yes. But most adoptions are for the purposes of securing dominion over a minor. Once a person has reached the age of emancipation there is no legal need for such a thing. It CAN be a useful tool to establish the legal responsibility of a minor and then use that premise as the sounding board to establish a parental obligation to make a will legal. (I leave all my possessions to my children) This would make you a legal participant in that will without the parent having to name you proper.
