Can a 19 year old convicted of Drunk in Public In California get a restricted License?

I know that for the first 30 days no one is eligible for a restricted license. But I don't know if because of my age I'll even be eligible and how to go about it....anyone know

Drivers under the age of 21 in California can get a "critical needs license" in many cases I believe.  Try to get a 415, disturbing the peace, plea agreement with alcohol classes instead.

According to what I see on the tube, in Mission Bay CA, underage drinking or possession can get your license suspended until 21.
