Can a 3 grader with an iep plan/worker still be held back in philadelphia pa. ?

My son is in charter school, he was just found to have a learning disability 3 months before school ended since then his last report was all a's because of the special attention he was getting but the 3 report cards before were all d's and f's.....

Now that they have found the problem i don't think he should be held back.

  1. yes, he can---this should be decided by the child study team-not a standard school promotion policy.....

Whether he can or cannot be held back, it might not be a terrible thing.  See...between Kindergarten and 2nd grade, children are learning to read and comprehend what they read.  From 3rd grade on, children are reading to learn.  Learning disabilities mostly impact reading and math skills...so chances are he still needs a little help in the whole reading component.  Probably what they have done is placed him on a modified grading scale and given him accomodations since he has had the IEP...that's why the grades what went from D's and F's to A's.  From my perspective of being a special ed. teacher, I would much rather see a student get the help early on than to be passed into something where they will struggle and lose interest and faith in learning and schools as as establishment...after all, he has 9 more years to go through, not including college.
