  1. No, it will not work with SIP-based VoIP services like VoipCheap.

Skype uses its own "proprietary" VoIP protocol.  It is not an open protocol like SIP (Session Initiation Protocol).  Therefore phones that are manufactured to work with Skype do not allow you to "reconfigure" connections with other VoIP services.

On the other hand, SIP-based VoIP services like VoipCheap, CallCentric, InPhonex, Les.net, Voip.ms, etc are BYOD (bring your own device) services.  What this means is that you can buy your own generic ATA (analog telephone adapter) that is user configureable (unlocked) and program the SIP based ATA for any SIP service that allows BYOD.

And this is what I do for myself.  I configure my 2-Line Linksys PAP2T-NA (or you could use the Linksys SPA-2102-NA) with CallCentric on Line-1 and InPhonex on Line-2.  So, now I have one VoIP ATA that is simultaneously configured and connected to two distinctly different SIP-based VoIP services.

I also use Skype on my PC, and like it.

But, I use CallCentric and InPhonex as my home phone services, too.
