Basically can i apply for a visa outside my country like the US consulate in Canada?

Yes, you may apply elsewhere if you have no plans to return to Australia, although it's usually best to apply nearest to where you usually live because the consular officers there will have a better understanding of your circumstances and situation.

The only exception might be in certain consulates where they will not take non-residents' applications due to workload issues.  The telephone service will be able to tell you if the consulate can accept your application when you call to make your interview appointment:
