Can a Chinese person apply for Australian visa from SA?

Question

Im a South African citizen and is in the process of applying for a skilled migrant visa to Australia. I married a Chinese man who is currently on a Study permit in SA. Would it be possible for him to apply from within South-Africa for a visa. Else could we get a spouse Visa for him?

theres no problem as long he is legal at south africa.
