Can a Dialysis Patient get a tourist Visa?

My mother , who is 69 years old, wishes to come to Canada on a tourist or PR Visa, Can she get a Tourist/PR Visa if she a Dialysis Patient...

If yes, then what will be the Travel insurance cost...

She might be able to get a tourist visa but probably not a PR visa.  As to the cost, insurance in Canada will not cover her - she will have to pay for the dialysis herself, or you will have to.  She will have to prove to the Canadian authorities that she does not intend to stay.
