  1. No. No. If he does and the government of india takes cognisance of it, he will be removed from service for an act in violation of the government servant's conduct rules.


  2. for what service he had rendered? if he had taken permission before rendering that service to that foreign agency, or if the agency on its own comes forward to honour him for his contribution not meant for that agency, he can apply for permission from the govt and accept it. govt does permit.
