  2. sure can. However, if there is bathrooms or kitchen it is illegal for them no to have running water. Weird, huh

  3. Of course. All he has to do is call it a storage space. Most cities require an occupancy assessment for anything other than a storage space, which then brings habitability requirements into play. If you choose to inhabit a storage space, then it is YOU that has the responsibility for meeting the habitability requirements of the building codes.

  4. I don't know anything about building codes, but I can't imagine someone would want to rent it for anything other than storage (which is considerably cheaper rent than if the space is being actively used)
