Can a Manager of a apartment send a package back in the mail?

I sent a package to my girlfriends apartment, and it was under my name. The package was taken to the main office. The manager then told the mail man to send the package back. I was wondering if the manager has the authority to send a package back in the mail like that.

Well, maybe it was taken to the office because nobody was home.  Since the manager didn't have anyone leasing that unit by your name, she/he probably figured it was the wrong address.  In the future, I suggest you put your name....(your name) c/o (your girlfriend's name) ...That way, your girlfriend will be able to sign for it at the apartment office.  Why pray tell would you send a package that you could deliver yourself?
