Can a Pakistani passport holder apply for US visit visa from Thailand where I am currently based?

I am currently in Chaingmai and find a bit of drain to go back to Pakistan just to apply for the visa

If you are resident in Thailand ( not on visit visa ) then yes, u can not only apply but if qualify ur visa will be approved too. But if u are in Thailand only on visit visa then no u cannot apply.

You can apply. However, it's hard to say what your chances of being approved are. Generally, it's easier to be approved in your home country than in another country, as the decision is based on showing your ties to your home country.
