Personally no, i think its to do with their upbringing and the environment they live in. If everyone doing drugs in their area and being in gangs then that person nearly 100 percent may join and is likely to commit murder.

I think people can be born with mental defects that can cause them to become a murderer. But one isn't truly a murderer until he/she actually kills someone.

That's a matter of opinion to some. Try doing some research on it because some believe that genetics (something like a generational curse) can be a part of it. It goes the same for can someone be born g*y? Who knows. But research have gone into questions like that so check it out!
