To answer your question - yes.  All blu-ray players can read DVD format.

Just to avoid any confusion, the upconversion is only done via the HDMI connection.

Actually, it can't read laserdisc or HVD, either.  But, it does read software discs - though it can't do much with them unless you install an alternate OS.  Some have put Vista on theirs - though I'm happy sticking with it on my PC.  If I ever decide to upgrade the hard drive (no need currently) I might get an OEM copy of it to try.  But, for now - the default works fine.

This is only 25% true.  All blu-ray players can play DVDs - including the 40GB PS3 model.  And, correct - it is not backwards-compatible w/ PS2 games - though can be soft-modded to play them even without the emotion engine.
