Can a U.S Format DVD play in an Australian Laptop?

On my Australian Laptop I've downloaded a program called DVDFab which claims to take the video of any DVD.

DVD drives for computers can be either region specific by means of the hardware/firmware or by means of various programs.

If your DVD drive in the laptop is not restricted by firmware/hardware, you can view any region DVD with the program.

If however it's restricted otherwise, you'll be asked to change the region setting. (It can be changed only a small number of times, usually 4 or 5)
