Can a UK trained doctor with fellowship from Canada practice medicine in US without USMLE?

In the US, each state has its own requirements.  Foreign trained physicians have to have ecfmg certification:

All US physicians have to pass the three USMLE tests, so I'd assume that's the least that would be expected of a foreign graduate.
